Sam Some comments:
Some of the data you're using is out of date, eg IPCC 2001. Further, I think from a cursory inspection of the graphs, that you're also using older estimates for the GWP of methane. Hydroxyls are extremely short lived, and can be better manipulated by adjusting precursors such as O3 and NOx. There is also good data on the seasonality of OH, based on observations in Antarctica. You may care to include that ( apologies if I've overlooked it) The style of your paper is unusual and your referencing appears to be chiefly to non-journal sources. I'd suggest changing this. I'd further advise that you spend greatly more attention on your proposed solution and less on the background.
