What needs to be worked out most urgently is how best to deal with
global warming and climate change.
Here's a proposed Action Plan:

1. Adapt and deal with symptoms (preparation, preservation, plantation, etc)
2. Combat causes of global warming
2.1. Long-term impact (cut CO2 emissions and remove CO2 from
atmosphere and oceans), see C,D.
2.2. Short-term impact
2.2.1. Reflect more sunlight back into space, see D.
2.2.2. Reduce pollutants other than CO2
2.2.2.1. Reduce CH4 and N2O emissions, see B.
2.2.2.2. Reduce emissions of gases such as HFCs, PFCs, CFCs and HCFCs, see A.
2.2.2.3. Reduce further pollutants
2.2.2.3.1. Reduce emissions of pollutants such as BC, CO, NOx and VOCs, see C.
2.2.2.3.2. Produce extra hydroxyl, see D.

This can be best achieved through:
A. Deposits on polluting products (refunded at collection), standards
and protocols (Kyoto, Montreal, etc)
B. Fees on nitrogen fertilizers and livestock products (where farmed)
to fund local application of biochar
C. Fees on fuel (where burned) to fund clean local alternatives
D. Geoengineering methods such as cloud brightening, aerosols, carbon
air removal, and mixing of low level ozone with volatile hydrocarbons
to produce extra hydroxyl, in order to stimulate oxidation of methane
and other pollutants, as discussed at j.mp/hydroxyl
