*Ice-Diminishing Arctic Impacts Addressed by Senate, Navy, Coast Guard, and
NOAA leadership*


Washington, DC, June 15, 2011 - As Arctic Ocean sea ice continues to decline
markedly, both in areal extent and thickness, federal officials with arctic
maritime responsibilities are taking a closer look at the likely
implications. Alaska Senators Lisa Murkowski and Mark Begich, NOAA
Administrator Dr. Jane Lubchenco, and the highest ranking officers in the
Navy, Admiral Gary Roughead and the Coast Guard, Admiral Robert Papp will
speak at the 4th Symposium on the Impacts of an Ice-Diminishing Arctic on
Naval and Maritime Operations, June 20-22, 2011, at the Navy Memorial in
Washington, D.C.



The biennial symposium, the fourth in a series, is co-hosted by the U.S.
Arctic Research Commission (USARC) and the National Ice Center (NIC). It
provides a unique high-level overview of the latest plans and activities of
key agencies that are anticipating and responding to an increasingly
accessible Arctic Ocean. The meeting also serves to further announce
scientific research results and outcomes from efforts such as the Arctic
Marine Shipping Assessment (AMSA) and the CNO Naval War College Global
Shipping Game.



As in prior symposia, the 2011 gathering will provide an opportunity to
review changes in arctic sea ice conditions observed during the previous two
years, evaluate advances in sea ice seasonal and climate forecast model
predictions, and discuss the significance to naval and maritime operations.
This year's symposium continues the discussion vis-a-vis recent events that
include the:

   - Continued downward trend of arctic sea ice volume including significant
   loss of multi-year ice
   - Response of U.S. agencies to national arctic policy, such as Navy's
   Arctic Roadmap, Coast Guard's arctic requirements and planning efforts, and
   NOAA's Arctic Vision and Strategy
   - National Ocean Council's strategic action plan on "Changing Conditions
   in the Arctic"
   - Arctic Council's recently inked treaty on Arctic Search and Rescue
   - International Maritime Organization's Polar Code for vessels operating
   in polar waters
   - Increased interest and research on arctic oil spill prevention,
   containment and response
   - Planned energy exploration activities in the Chukchi Outer Continental
   Shelf and the Beaufort Sea
   - Establishment of five new arctic NAVAREAs/METAREAs for maritime safety
   information services
   - International Polar Decade proposed by the World Meteorological
   Organization's Executive Council
   - Mounting calls for Senate ratification of the UN Convention on the Law
   of the Sea (UNCLOS)

The Arctic Research and Policy Act of 1984 established USARC. This federal
agency's principal duties are to develop and recommend an integrated
national Arctic research policy and to assist in establishing a national
Arctic Research Program Plan to implement the policy. Commissioners also
facilitate cooperation between the federal government, state and local
governments, and other nations with respect to Arctic research, both basic
and applied. The U.S. conducts approximately $400 million in Arctic research
annually.
