It is astonishing to me (and disappointing) that anyone would present raw satellite data in this context in a scientific paper -- as if unaware that satellites are influenced by many factors that need to be corrected for. And that it would pass even minor peer-review.
BTW, another factor that influences low-orbiting satellites are solar storms, which can heat the upper atmosphere, causing it to expand, which increases atmospheric drag on satellites. (TOPEX/Poseidon orbited at a relatively low altitude of 1,330 km.)
