The authors work at the University of Newcastle Australia. If this University gets money from the public it ought to make the results available free to the people who pay. Take the matter up with the Principal. http://www.newcastle.edu.au//division/vice-chancellor/vice-chancellor.html

On the other hand I have been getting several such papers a week with barely detectable differences so even the time you spend reading it might be a waste.
