CIGIONLINE PROGRAMS ENVIRONMENT AND ENERGY The Function and Form of a Geoengineering Research Registry PROJECT LEADERS: A. NEIL CRAIK PROJECT MEMBERS: JASON BLACKSTOCK, NIGEL MOORE, AND DAVID RUNNALLS Public disclosure of geoengineering research is a central element of global discussions on geoengineering governance. The creation of a geoengineering registry that makes research activities and results available responds to these growing disclosure needs. To date, there has been no comprehensive attempt to examine the justifications for and boundaries of such disclosure, or how to implement it. This project seeks to address this implementation gap.Researchers will focus on two main aspects of creating such a registry: i) developing the principal justifications for disclosure, which will inform the boundaries and basic design features of the mechanism, and ii) creating a design proposal for a research disclosure registry, identifying the basic features and principal issues of concern associated with different design features. The analysis employed will examine primary and secondary documents across existing research and environmental information disclosure mechanisms, in order to develop an inventory of alternative design approaches and the relationship of the design to the particular goals of disclosure.
