I think this is in principle an excellent idea. I'd be very interested to hear more from the group as to how such a ctte. could be convened in the most significant countries. The 5 permanent members of the security council would be an obvious priority in this regard, but populous states, e.g. India, and those threatened by near-term climate change, e.g. Tuvalu, would also be valuable contributors. It would be worth looking at a UN ctte, too.
