For the "*Geoengineering Our Climate?"* Working Paper Series, Jesse
Reynolds (Tilburg University) has written an Opinion Article (1500 words)
arguing that the UNFCCC and CBD may not be appropriate as the first ports
of call for SRM regulation, and that polycentric forms of governance may be
more appropriate for the upstream stages.
