I'd say we can't 'fix' climate change in any circumstances without changing:

the major political and economic systems
and
the ways that people think

Because if we don't do either of these, then the science and engineering which 
will be accepted is likely to just reinforce the problems, or encourage the 
behavior that has lead to the problems.

The current systems appear to stop regard for [unintended] consequences, or 
perhaps reward some for that ignorance
