It would be good to differentiate the problems and challenges here.

 I mean "problem" means it will not work whatever.
 A "challenge" means it will require some new technical solutions to 
develop.

 What "problems" do you see ?  :-)

Yes, it is a good question. What actually that tower is doing? How can it 
make difference?
I think it isolates the "packets" of the air that goes up. So that "latent 
energy of water vapor" stays in the packet, makes it different from outside 
air.
