It's definitely the safest from a don't mess with the atmosphere standpoint, assuming a minimal number of launches are needed and the resupply is accomplished from lunar materials. Lagrange point orbits need active stabilization, so capability to turn it off could easily be built in if needed to compensate for a very large volcanic event induced climate cooling or other reasons. However orbital stability and durability may be a challenge.
