I don’t believe support for Mapbox Vector Tiles (MVT, .pbf) is currently implemented in GeoMoose. Adding MVT support to GeoMoose is likely relatively straightforward as MVT is already supported by OpenLayers.
I have no idea if being hosted at ArcGIS Online has any impact or not. My experience with MVT has been entirely with self-hosted datasets.
