I recommend you upgrade to the latest version of Oasis montaj. Once you upgrade, go to IP Menu, and navigate to Import then IP Data. In the IP Data dialog, select Instrumentation GDD format from the Import From drop down list. You can then follow the wizard to create your IP database.
