Manar,

You can use either.  You need to put in the Earth's Magnetic Field definition 
(Magnitude, Inclination, & Declination) at the measurement location.  You can 
find these values by using the IGRF/DGRF tool.  If you are modelling reduced to 
the pole data, use inclination=90 degrees, declination=0.  Ideally you should 
use the magnitude from the original measurement location and time.
