We recently completed a similar process and had to use open source program QGIS to contour the geotiff and then exported the contours as a dxf file. The elevation data was not stored in a z field in the dxf but was within the file. We then obtained another piece of software (trial version) that allowed us to create a 3D dxf by selecting the field containing the elevation values. I can't recall that software name but if you google search convert to 3D dxf you should find it. It is a bit of a roundabout way to get what you need done but it work for us.
