When the application starts, it creates in the data directory a file called encryptor.properties with the encryption key and encrypts the passwords in the database. The default location for this file is TOMCAT_DIR/webapps/geonetwork/WEB-INF/data/config/encryptor.properties (unless you have set the data directory to an external folder). You must back up this file and restore it to the previous location when you upgrade to a newer version of Geonetwork; otherwise the application will not be able to decrypt the passwords stored in the database. If you have any improvements you want to contribute back, the best is to use git to get a local copy of the source code, apply the fix and put out a Pull request so your improvements can be integrated quickly.
