Just to get these out of limbo quickly, I wanted to open some of these
topics (from the project policy etherpad) up for voting.

 * Do we need a contributor agreement? (Should OpenPlans or some other
specific organization own the copyright?)

+1 on OpenPlans holding the copyright for now.  We can transfer to OSGeo or
something later.  But I think the advantages of having a single copyright
owner on open source projects are compelling.

 * When should we start mandating tests for portions of the code with an
already established testing framework?

Andreas proposes: yes, but only for changes that affect existing code.

I'm +0 on this.

Andreas proposes: for changes that don't affect existing code, we should
start right after the 1.0 release.  Andreas, could you clarify whether this
means the 1.0beta or the real 1.0 release?

Either way, I am +1

 * What test framework should we use for JavaScript?

Andreas proposes: let's start with TestAnotherWay - works well for
OpenLayers and GeoExt. If others agree, I will set it up as soon as I get to
it)
