Is your web server really running non-SSL'ed HTTP on port 443? That's a
highly unusual configuration in my experience.  If you are really intending
to use https for these internal requests, you should specify it in the URL:

        
<param-value>http*s*://beta-u.landgate.wa.gov.au:443/<http://beta-u.landgate.wa.gov.au:443/>
