Thank you for your suggestion. I will try it on monday. 
Just for your information, I was not trying to use https for the webserver. The 
server that I am using for this is under the control of our sysadmin. I have 
only 3 ports open for this particular server (80, 8080 and 443) and it is not 
easy to get another port open without causing long discussions. I used the 80 
and 8080 so 443 is the only one that I can use for the time being. I will try 
to get another port open.

Is your web server really running non-SSL'ed HTTP on port 443? That's a highly 
unusual configuration in my experience.  If you are really intending to use 
https for these internal requests, you should specify it in the URL: 

        <param-value>https://beta-u.landgate.wa.gov.au:443/ 
<http://beta-u.landgate.wa.gov.au:443/> </param-value>
