There are many things that could go wrong during the upload process and
trigger the error message you are seeing.  I recommend consulting the Django
and GeoServer logs to get a more detailed error message.  As for the issue
with restarting - the 'paver host' script is a tool for developers and is
not intended to keep a geonode site running indefinitely.  If you are
hosting a geonode site for others to browse, you should look at the
deployment instructions in the manual (
http://docs.geonode.org/1.0/deployment.html).
