If you don't want to wait, I can give you a hint.
Go to the django admin pages, yoursite.com/admin
In the permissions you can create a new group, and you can pick various
permissions from the list of pre-defined options. There will be some
trial and error on picking the right ones for what you want until Jeff
publishes definitions.

My setup, I set the default user group to not have upload and then
created a different group with all the permissions.
