Thanks for the response. When I first asked the question I hadn't seen Trac and 
was only looking at the Google Code GeoNode roadmap. My issue is the same as 
http://dev.geonode.org/trac/ticket/869 (and others). I think your suggestion to 
display the administrator's email address when there is no email server is fine.
