Hmm...those files are in CVS head. Maybe the got left out of 2.2.3 by mistake? Not sure how they would be auto-generated, you'd have strip out the autoconf info.

Mateusz has some files you could probably use on his website:

NMAKE : fatal error U1073: don't know how to make 'headers/geos/version.h.vc' The headers/geos/version.h.vc and capi/geos_c.h.vc files do not exist. How do I generate those files? (blush)
