Binary compatibility with 2.2.x is only for the C-API, which qgis
is not using. PostGIS and GDAL are the ones I know are using the C-
API.
Qgis needs to switch, but it seems no developer is finding the time
for that :(
MapServer and Python Cartographic Library also use the C API.
