This enhancement is to port the
[http://tsusiatsoftware.net/jts/javadoc/com/vividsolutions/jts/algorithm/MinimumBoundingCircle.html
MinimumBoundingCircle class] from JTS, and expose to the GEOS C API either
a combination of centre point geometry and radius, and/or a buffered
geometry result.
