I forget which folks we have are proficient with using Windows Visual Studio.
The particular ticket is https://trac.osgeo.org/geos/ticket/1050 which is about VS 2015. I'm not sure where to start with it and he does have some suggestions on how to fix.. I have VS 2019 but not really proficient with using it with CMake or C++ and I'm not sure I would run into the same issues anyway since I don't have VS 2015 anymore.
