is this support already present in autoconf, and this is just cmake
catching up?

AIUI autoconf is still at least supported, and it's what pkgsrc is
using.

(In general, I find that every time a package switches to cmake it
requires a bunch of patching of cmakefiles.  Often they have "ifdef
FooOS" rather than  feature tests, but perhaps geos is free of that.)
