Looks good, and this does indeed fix that static linking from rc1. While not worth a new rc in itself, I've provided an additional fix for pkg-config with the --static flag: https://git.osgeo.org/gitea/geos/geos/pulls/115 (sorry, this should have been done a while ago). Only merge this for 3.10 if there are any other issues with rc2, otherwise plop it into main for the next release, as it's an improvement to a feature. Bumping the cmake version is fine overall, but a minor inconvenience to bionic users like me.
