proj in pkgsrc is behind, but it's coded 'c99 c++11', which means gcc 4.8 is probably ok and 4.9 is formally ok. But, that may not be accurate.
I think of this as "what will be lost for people that don't have X". For geos, my impression is that this is needed for postgis, spatialite gdal, and hence qgis.
