The zip file can either contain a shapefile or a GeoTIFF, plus a SLD file. Add the ability to encode both rasters and vectors as a GeoPackage too. Side note, why not use the dedicated geopackage download process? Because it's a completely different beast, it can take multiple layers and fit them into a GeoPackage, but has no reprojection nor clipping ability. It also supports encoding tentative GeoPackage extensions that are not officially recognized. Neither of the processes is chainable, so they cannot be made to work together either. This implementation will also generate PPIOs for the GeoPackage production, allowing other processes to emit GeoPackages as well.
