Fixed, it got broken for data that was EPSG:4326 native after I added support for coverages.
I've cleaned it up a fair bit and added some unit tests, but I have been struggling to find suitable mock data, so test3() in DefaultWebMapServiceTest.java is not worth much. Any suggestions for data that has reasonable bounds (not full world), and preferably non-EPSG:4326 native bounds?
