The community schema has feature types that include a date. That date shouldn't
contain any time information.
The SiteSinglePhenomTimeSeries feature type uses a view named "all_data" for
its mapping. It is a union of the daily_rainfall, monthy_rainfall and
yearly_rainfall tables. daily_rainfall, monthy_rainfall uses the type "date"
for storing the date information; yearly_rainfall uses timestamptz (I can't see
any reason why it shouldn't use "date" too).
It seems that if one type is of timestamptz the others get converted to that
too. The result of the view has a date information of type timestamptz.
