Make the default W*S version configurable

Currently Geoserver has set version defaults it uses if a client sends a OWS
request with no version.
For our purposes we are strictly looking at WFS but i would imagine GS would do
similar things for WMS/WCS. With WFS, if no version is sent GS assumes 1.1.
eg.
/wfs?service=wfs&request=getcapabilities -> 1.1 response
Being able to control the default version would allow us to default back to
"officially supported" 1.0 version
