Modifying SLD does not appear to take effect without restart

Fix For: 1.7.0
I tested primarily with ExternalGraphic , so the bug may be limited to this,
but as far as I can tell you have to restart GeoServer after you edit an SLD,
otherwise the old style is still used for subsequent requests.
Note that changing the style of a feature does appear to work.
