It was still ok in 1.6.2... ah, it may have started to happen when Gabriel rewrote all the links to be relative ones in order to have GeoServer properly work with http proxies. We have another similar issue here: http://jira.codehaus.org/browse/GEOS-1971 Jody, did you open a jira issue for this one?
