One of the WCS tests executes a request like:
http://87.7.38.17:8080/geoserver/wcs?ReQuEsT=DescribeCoverage&SeRvIcE=WCS
which misses both the coverage identifier and the version. Our code goes into
wcs 1.1.1 path (highest version rule) and returns an OWS 1.1 exception instead
of an OWS 1.0 exception, making the test fail.
