Application wide settings

- verbose xml output: whether xml responses should use pretty printing or not, 
just a hint
- verbose exceptions: whether exception reports shall include as much 
information as possible
- number of decimals: hint for the preferred number of decimals to use in 
decimal numbers in xml output. May be overridden by service specific 
configuration.
- maximum number of features: limit on the number of features to return 
(applies to WFS GetFeature, WMS, and wherever else may apply). May be 
overridden by service specific configuration.
- Character set: charset to use in xml and perhaps other text based responses 
(html, txt, ...)
- Proxy base url: Sets an alternate base url for ogc responses, so it can be in 
line with a configured proxy. 
- Log to std out: whether to log to stdout as well as to the geosever.log file 
or not
- Log location: where to store the logs file
