If a configuration is loaded that has a datastore configured, but the geotools
plugin for the datastore kind is no longer available, editing the datastore
fails with an exception instead of providing a useful feedback message:
java.lang.IllegalArgumentException: Can't get the DataStoreFactory for the
given connection parameters
