Add GWC to GeoServer bundle

I noticed when writing a client today that GWC does not return a valid
WMT_MT_Capabilities document; we are considering bundling up GWC with the 1.7.0
release and need to fix this one.
There are two ways to *notice* that a WMC server is around:
* The vendor specific parameters section of GeoServer WMS should include a
section describing the tile sets
* The GWC can cough up a valid WMS Capabilities document to do the same
Either of these would work; doing neither would facilitate the creation of
invalid clients.
I have updated the page here to make sure the requirement for a complete
WMT_MT_Capabilities document is clear:

I would like to make the GWC community module contribute a vendor specific
parameters section to the WMS Capabilities document.
