GetLog results don't agree with fromFeatureVersion and toFeatureVersion 
parameters

I make the following request to sigma:

I get the following response.  I don't really get what's going on, but it 
doesn't look like the revision numbers for the changesets I get back have much 
to do with the fromFeatureVersion and toFeatureVersion numbers I sent in with 
the request.
