GetCapabilities response contains duplicate layers

For the past couple of months the 1.7.x branch has been outputing WMS
getcapabilities responses with duplicate layers, one with the namespace prefix
and one without.
I skimmed through the specs and concluded that this is techically correct, but
it will probably confuse a lot of clients. Should we go back to the old
behvavior, only report layers with their namespaces?
