To reproduce:
from the release config, go edit the dem coverage.
in the coverage editor form set the user defined crs to EPSG:4326
- hit generage bbox: this forces the user defined crs back to the native one
if, by the other hand, you change the user defined crs and hit send/apply, then
go back to edit the coverage, the user defined crs were applied. Hit generate
bbox and it gets generated in the native crs instead of the user defined one
