Oracle datastores are appearing as 'not enabled' whenever the geoserver machine 
is rebooted. The reason for this is that tomcat (i.e. geoserver) is coming up 
before oracle, and so the initial check tells the impatient geoserver the 
datastore is not available. 

This makes unattended reboots impossible unless I fix the order of services 
starting.  

It would be nice for geoserver to be more tolerant on startup, or perhaps try 
to enable the datastore when it receives a request for a disabled one. 
Geoserver does not die if you ask for a layer coming from a datasource that has 
been turned off since geoserver started, so should that not be the same as 
asking for one that has never been there at all ?
