Problem with ISO-8859-1 Encoding in GeoServer 1.6.3

Trying to perform a GetFeature request with an ogc filter containing ISO-8859-1 
characters like German Umlaute ("ä, ö, ü , ß") leads to an error in GeoServer 
(tried with GeoServer Encoding UTF-8 and ISO-8859-1) -> log file always shows a 
? in the error message, so GeoServer seems to have problems to interpret this 
character correctly

Translator error
Error reading Features
Could not aquire feature:org.geotools.data.DataSourceException: Error 
Performing SQL query: 
ERROR: character 0xc2a4 of encoding "UTF8" has no equivalent in "LATIN9"
