Misleading error messages from KML reflector

Some of the error messages reported by the KML reflector are misleading; for
example, if you specify only bogus layers in the &layers= query parameter then
you get a 'no layers specified' message instead of 'layer foo does not exist.'
This is confusing, so the error reporting in the reflector should be reviewed
for clarity.
