GWC won't cache layer when outside (outdated) boundingbox

When the geoserver WMS bounding box has become outdated, due to WFS-t 
transactions or loading of new data, strange things happen in GWC:

- When the geoserver layer is part of a WMS content set; it is cached
- When the geoserver layer is cached individually through GWC, GWC seems to 
read that particular layers bounding box and will not do anything outside the 
boundingbox.

I think it might be better if GWC would not take into account the bounding box 
when caching.
