MultiCurve instead of MultiLineString

A WFS 1.1 GetFeature request returns MultiLineString geometries instead of
MultiCurve. For mulit-part polygons, MultiSurface is returned instead of
MultiPolygon. Both MultiPolygon and MultiLineString are deprecated in GML 3.0.
Is there a reason MultiLineString is returned instead of MultiCurve?
