I like the proposal. +1 for the GeoServer side of things. I am still not 
too sure about the GeoTools side of it though. This sort of policy will 
be harder to pull off there due to multiple projects working against the 
same version. I know at the moment on 2.5 GeoServer is the main project 
driving it, but there are other people developing against it.

Regardless, do we need to start another proposal on the Geotools side?
