Geosearch sitemaps need to link to every tile

Fix For: 1.7.1
The current geosearch module links to paginated KML. But googlebot cannot
actually follow networklinks at this time, so we need to link to every feature.
And we should use the hierarchies since those bring the most important features
to the front.
Alternatively, can drop this for 1.7.1 and just use gwc's implementation, since
you don't want google to index rapidly changing stuff anyway.
