The current KML hierarchy is built as we go along, which is nice for clients
that can follow tile hierachies.
However, we also need the hierarchy for clients that cannot, like googlebot /
the geosearch module.
Suggestion: Optionally make a checkbox in the feature type configuration that
lets a user "recalculate hierarchy".
